Would Michael Gove have unwittingly given Sir Cyril Smith freedom to set up a “paedophile friendly” school?

New disclosures from my excellent Exaro News colleague Nick Fielding reveal that paedophile MP Sir Cyril Smith backed taking the troubled Knowl View special school in Rochdale out of local authority control.
His story based on hitherto unseen official papers shows that Rochdale Council narrowly missed losing local authority control of the school where children were sexually assaulted and the MP was a governor and a regular visitor.
Martin Digan, a care worker at Knowl View, tried to blow the whistle about the abuse. He had just become acting head of care at the residential school for boys with learning difficulties and behavioural problems.
He told Exaro: “It was Smith who was pushing for the school to be controlled by its governors – outside of the local council’s control.”
“It would have become nothing short of a sweetshop for paedophiles.”
Luckily in 1992 under the Tory government of Sir John Major that would have been extremely unusual and the scheme came to nought.
Fast forward 20 years and such a move is commonplace and nobody would question it. Would a present Tory education secretary now refuse such a proposal for Sir Cyril Smith like Jimmy Savile was an extremely popular and respected figure at the time and nobody publicly knew anything about his appalling private life? I doubt it.
But the reason I have singled out Michael Gove is that he is actively opposing any statutory reporting of child sexual abuse to the police by teachers or other people in authority in the schools system. He has said so in a letter to his former Cabinet colleague Cheryl Gillan.
This to me seems madness when at the same time he is freeing up the education system and allowing anybody to set up a school and wants every school out of local authority control as soon as possible. He is also encouraging unqualified teachers.
Now either Michael Gove takes the view that teachers are so decent that they could not possibly harm any child ever or he doesn’t really care what happens. I doubt he is one of the small minority of Tory libertarians who believe child sex is fine. In my view after studying the very duplicitous and nasty way some paedophiles behave,he has opened the door to make child sexual abuse more prevalent in the education system and put more children at risk. He could soon get a rude awakening, far worse than the present troubles at a badly run Al-Madinah school in Derby.

Exclusive on Exaro: New police leads in ex cabinet minister paedophile investigation

The Metropolitan Police’s Operation Fernbridge is following new leads in their investigation into sexual abuse allegations involving a former Tory Cabinet minister.
The investigation is now looking at new allegations involving links to gay brothels in Amsterdam and a now closed residential school with some special needs children in the North of England near Bradford. It is also looking at allegations from a boy in care in London who was taken out of town to a house where he was sexually abused by the same minster.
The full story by me and Mark Conrad is now on the free to view Exaro News website .
The disclosure should quell unfounded rumours that Operation Fernbridge is being run down and closed.
The main reason for this fear is that a line of investigation involving the ex Cabinet minister has hit a problem. A complaint dating from the 1960s by a young woman alleging rape by the ex-minister is not being pursued after the Crown Prosecution Service advised that the guidelines and law at the time could not justify the charge.
This just illustrates how difficult it is for the Met Police to pursue and get convictions in historic child abuse cases despite people thinking the police are not doing their job. However the disclosure that more leads are being followed up suggests the inquiry is very much alive.
Operation Fernbridge has already led to two people facing trial on multiple charges involving indecent images and sexual abuse.

Revealed: How the explosion in convicted sex offenders has sparked a crisis in our jails

An extraordinary report was issued last week by MPs on the Commons Justice committee revealing the impact on prisons of the growing numbers of paedophiles and sex offenders being sent to jail.
The report – virtually unnoticed by the national media ( exceptions BBC and Yorkshire Post) -provides partly an answer to those who say the police aren’t doing their job catching them and the Crown Prosecution Service is not getting enough convictions. It also suggests society failed to acknowledge the scale of sex offences in the past.
What it reveals is that Britain’s jails are being engulfed by a tidal wave of elderly offenders – and a huge proportion are historic child abuse and sex offenders like Stuart Hall.
The figures are in fact staggering. At the end of March 2013 there were 6,639 prisoners in England and Wales who were aged between 50 and 59 and there were 3,381 over the age of 60, counting between them for 12 per cent of the prison population. Custodial Convictions have jumped by 45 per cent for the 50-59 age group and by 46 per cent for those over 60 between 2008 and 2012.
The report highlights historic sex abuse cases as one of the main causes. It says there has been a 45 per cent increase in convicted people sent to jail between 2002 and 2012. They account for a third of the elderly offenders in jail
Indeed the number of infirm elderly mean that two prisons – Dartmoor and the Isle of Wight – are now becoming vulnerable persons units, where prisoners have difficulty climbing stairs, washing, carrying their meal trays and getting into bunk beds.
Nor is this particularly a British phenomenon, American readers of this blog, might be familiar with a recent NBC report revealing a similar crisis in the US.
The British report points out that the problem is likely to grow rather than diminish – particularly given the present drive to prosecute historic child abusers through Operations Yewtree, Fernbridge, Fairbank,Torva and in North Wales and Northern Ireland.
The problem for politicians is that this group are the least loved offenders – some people would want to hang them – and there is little political capital and much outrage to be gained from being even remotely sympathetic.
The one sympathetic statement came from the Howard League for Penal Reform.
Frances Crook, Chief Executive said:
“The select committee is quite right to highlight the growing problem faced by older prisoners in our overcrowded jails. Political leadership is required to address the issue and provide prisons that were never designed to be penal care homes a clear strategy on how best to handle the needs of an increasingly elderly population.
“At the same time the issue of historic sex offences is a real challenge for society. If someone is sentenced many decades after they committed a crime and where they are so infirm as to pose no continuing danger, then the courts should explore other options than simply imprisonment.”
The only danger with this – and I am only taking this from the small number of investigations I have made in this area – is that unfortunately many of the elderly abusers are still sexually active.
But society is going to have to deal with this – or more of our jails will become compulsory old people’s homes at enormous cost to the state and taxpayer.

Paedophile MP Cyril Smith: Possible Questions for Jenny Tonge and Tim Razzall?

The Met Police’s official acknowledgement to Channel Four’s Dispatches programme that Cyril Smith visited the notorious Elm House guest house in Barnes in south-west London – which is alleged to be used by paedophiles raises serious questions for the Liberal Democrats.
So far attention has been centred on former Liberal leaders, David Steel. Nick Clegg and Sir Menzies Campbell, the latter who was shown (possibly unfairly) to be heaping praise on Cyril Smith at his funeral.
But the real Liberal Democrats who should be quizzed are Baroness Tonge, Lord Razzall and Sir David Williams on the scandalous affair that allowed Cyril Smith to sexually assault young boys.
They were the Liberal members of Richmond Council in the aftermath of highly publicised police raid on Elm Guest House and responsible – along with the previous Tory administration – for the safe keeping of children in the council’s Grafton Close children’s home.
Sir David is so much in denial that he believes that the current prosecutions by the Met Police of a senior member of council staff are only being undertaken to please the press.
Lord Razzall, who later moved a motion to sack Louis Minster, director of social services, who was in charge of Richmond’s social services at the time of the alleged abuse, told me at the time – that he couldn’t remember why he moved the motion.
However for the record he says emphatically:” I had no knowledge of the raid you refer to which in any event predated our taking control of the Richmond Council and I had never been a member of the relevant committee or a reader of the News of the World.”
“I did remember that the Chair of Social Services had lost confidence in the Director as often happened on a change of political control of a local council. You did not raise with my any issue of child abuse and indeed had you done so I would have told you that the Directors’ retirement had nothing to do with the events you referred to in your blog. Indeed had you raised them with me it would have been the first time I was aware of them.”
“In the current climate there can hardly be a more serious libel than to allege that I may have covered up Cyril Smith’s visits to Elm Guest House so that he could go on to abuse others.
“For the record, I only became aware of the allegations about Cyril Smith in 2013, fifteen years after I ceased to be a Richmond Councillor.”

And Jenny Tonge, then chair of the social services committee, who was informed of the scandal, and under her watch there were fresh attempts to raise the scandal,is refusing to say anything – even before people were arrested and charged.
Obviously all three can at the moment shelter behind the sub judice rules but when the trial is over next summer – they should be pursued to provide an explanation. At last Tim Razzall has made his views clear now.
But one must at least ask – did they know about Cyril Smith’s visits to Elm Guest House?-

My colleague on Exaro News, Nick Fielding, reveals a secret cache of documents from Knowl View School in Rochdale disclosing widespread sexual and physical abuse of children who had special needs.
Cyril Smith who help found the residential school was a governor there and according to Exaro he sexually abused at least one of kids himself.
The documents seen by Exaro reveal that up to a quarter of children there may have been involved in serious sexual abuse and staff there were accused of a ” dereliction of duty” in not protecting them.
They come as a police cover up of the crimes committed by Sir Cyril Smith, who got away with a life of serial child abuse will be revealed tonight on a Channel Four Dispatches programme.
The disclosures – including the police cover up – may explain why Greater Manchester Police have abandoned an investigation into allegations against Cyril Smith, which could lead to other perpetrators being caught.
The Met Police unlike Manchester, are pursuing the child abuse scandal at Grafton Close children’s home in Richmond, Surrey – with two people already charged- despite allegations of an original police cover up in the 1980s.
Cyril Smith has also been identified by some survivors of the Richmond child abuse scandal, as an abuser at Elm Guest House in Barnes.
Mainstream media coverage of these new revelations will be muted, particularly at the BBC.The Corporation is still frit after its bruising encounter with McAlpine over false accusations that the former deputy chairman of the Tory Party had sexually abused a boy in North Wales.
Newsnight, despite having a new editor, Ian Katz, is avoiding the issue like the plague. But Ian Katz won’t be able to claim there is no public interest. Boring, snoring it is not.

Police arrest second person in paedophile investigation sparked by Tom Watson

The police have arrested a second person in Operation Cayacos – the investigation sparked off by Tom Watson MP – into historic child sexual abuse, it emerged yesterday
The People reported that Richard Alston, now 69, has been arrested on August 20 at his home in Bury St Edmunds.
The arrest follows 68-year-old Charles Napier’s arrest at his home in Sherborne, Dorset, last November.
Mr Alston a former headmaster of New Barns School in Toddington, Gloucestershire, an independent school for children aged six to 12 with emotional and behavioural problems. The school closed in 1992.
This investigation is separate to the current investigation into historic child sexual abuse in the London borough of Richmond which has seen two people charged and appearing at Westminster Magistrates Court last week and a third person, Harry Kasir, who ran Elm Guest House in Barnes in the early 1980s arrested.

Operation Fernbridge: Two appear in court

John Stingemore, the former deputy manager of Grafton Close children’s home in Richmond and Father Patrick McSweeney,a former Roman Catholic priest, appeared before Westminster magistrates court today. This is the first court appearance of people arrested under Operation Fernbridge
They were both bailed to appear before Southwark Crown Court on September 18.
A full report on the hearing which is subject to reporting restrictions appears on the Exaro website.
Father McSweeney’s lawyers said he intended to plead not guilty to five offences relating to the historic child abuse investigation in Richmond, Surrey. Mr Stingemore has entered no plea against 11 charges against him.

Elm Guest House – “Mary Moss” files

This is another significant post from Chris Fay, who has campaigned tirelessly to bring sexual abusers of children to justice, about a document on Elm Guest House in Barnes which has led to fevered speculation on the internet about a cover up of prominent figures who could have sexually abused children there. What he is saying here is that the victims are genuine but do not automatically assume that all the adults who are alleged to have stayed there are abusers. This does not mean that on going investigations under Operation Fernbridge will not lead to further arrests.

In the interests of accuracy, and to protect the reputations of innocent people, I would like to set the record straight about certain things contained in the “Mary Moss” files placed online last year.

These were mostly handwritten notes made on a daily basis concerning NAYPIC’s investigation into complaints from young people in the care of Richmond of abuse at Grafton Close Children’s Home, and elsewhere, including the Elm Guest House in Barnes from 1977 to 1982.

Unfortunately, being just notes, they have no real context.  I will try to provide that.  Amongst the documents is a list of boys names. These are VICTIMS not abusers.  These were the names of young people who had complained to us, were strictly confidential and should never have been made public.  Due to the unfortunate circumstances around the police raid on Mary Moss’s home, these were released online.

Also included was a list…

The dodgy background behind child abuse at Kincora and Richmond

This post is worth reading for those following the Kincora and Richmond child sexual abuse scandals after the release of Cabinet papers showing that the Thatcher Cabinet discussed and rejected a full scale inquiry into Kincora in 1983. This post is from Chris Fay, who has tirelessly campaigned for justice for kids abused at Elm Guest House. I am not certain about the claim of a Cabinet committee meeting on August 24 1982 to discuss Elm Guest House raid. But the post shows up what a murky world existed at both Kincora and Richmond and also suggests a link between them which I am becomingly increasingly interested in exploring. Chris Fay should be taken seriously because of his involvement in the case at the time of the first raid.

chris46's avatartheneedleblog

Those who have followed events at the Elm Guest House in Barnes, until it was closed down in a “police” raid in 1982, will know there has always been some dispute over the nature of the raid that took place. Carol Kazir (and her legal team) always insisted that this raid was carried out under the Prevention of Terrorism Act 1976. The police and government have always insisted it was under vice law legislation. All I can say is, Carol gave me the “notice to detained persons” issued under the Act, to stop her talking to a lawyer. This I gave to the coroner at Carol Kazir’s inquest in the summer of 1990.

Why has this always been so important and what did it matter which law was used to conduct the raid? Well, without benefit of counsel, Special Branch were the first to question her. They were not interested…

Thatcher Cabinet stifled Kincora child sex abuse inquiry 30 years ago

Lord Prior; pic courtesy of uk.parliament

Jim Prior, now Lord Prior. blocked the opportunity for a full-scale public inquiry into the notorious Kincora child abuse scandal, Cabinet minutes released under the 30 year rule revealed today.

The minutes of the Cabinet meeting (see http://bit.ly/19zxFqT ) reveal on 10 November 1983 Jim Prior, then Northern Ireland Secretary, proposed not to have a full Tribunal of Inquiry – the same mechanism, used to investigate  the Bloody Sunday atrocities, the North Wales child abuse scandal and the Dunblane massacre.
The minutes reveal the Cabinet – who included the now all ennobled Leon Brittan, then home secretary, Michael Heseltine, defence secretary and Norman Fowler, social services secretary, bought the Royal Ulster Constabulary line that there was nothing in it. He said he was being “pressed to hold an inquiry under the Tribunals of Inquiry”. But he didn’t believe Parliament would buy it.
But he said two police investigations had discovered nothing and no further criminal charges were likely.
Instead he proposed to hold a much lesser inquiry, which he did later, to, as he put it “to halt further spread of rumour and unfounded allegations.”
This particular Cabinet minute now looks sick in view of the decision of the Police Service in Northern Ireland to re-open an investigation into the historic allegations at the children’s home where children were sexually abused in the 1970s and early 1980s. As Fiona O’Cleirigh reported on Exaro News the scandal will now be re-opened.
The question is were Thatcher’s Cabinet in 1983 hopelessly naive or were they covering up something they did not want to be ruthlessly exposed in the public domain.
